On a Limited template you'll notice that you can insert elements anywhere you like (the red Add icons) but there are certain elements you cannot edit. There are some Breaks, Alignment and Table elements that are invisible because the administrator has locked them. Some of the other elements may be limited, which means you can modify them but cannot move or delete them.

If an individual element is limited, there will be no Delete or Move buttons in the Properties Frame. You can change other properties depending on what element it is, but you can't move or delete the element.
